PANELISTS
Dr. Rachel Mandel
MD, MHA
Senior Advisor, Practice Transformation
Dr. Rachel Mandel is a physician executive with over 28 years of clinical, executive and teaching experience.
In her career, Dr. Mandel has developed a passion for the successful alignment of administration and medical staff in order to adopt transformative changes in healthcare to include population health initiatives and total cost of care models. She is experienced in evaluating key dynamics and issues on both a healthcare system and service line level. She advocates for wide-spread and meaningful improvements in clinician communication in order to positively impact patient experience and quality outcomes. Dr. Mandel is experienced in developing and coordinating effective teams that drive high reliability, performance improvement and efficiency.
Board Certified in Obstetrics and Gynecology, most recently Dr. Mandel worked within the Frederick Memorial Healthcare System, in Frederick, Maryland from 1998 through 2018, beginning as a Private Practitioner, and serving in various executive and physician leadership capacities, including Vice President of Medical Affairs. Her experience included forward thinking work in Population Health, Quality Improvement, Physician Alignment, Emergency Preparedness, Women’s Health, as well as Patient and Family Centered Care.
Dr. Mandel has demonstrated her commitment to community health and wellness through her many speaking engagements, outreach initiatives and volunteer support. She is on the Board of Trustees for the Community Foundation of Frederick County, and in this position championed the 2018 Human Needs Assessment on which future grants and non-profit work will be based for the next decade. She has been recognized for her work and commitment to quality care and community by many organizations including the Delmarva Toastmasters District 18 who presented her with a “Communication and Leadership Award.”
She obtained her Bachelor’s in Science degree from Union College in NY, and her Doctor of Medicine degree from Northwestern University Medical School through the military’s Health Professions Scholarship Program. She earned her Master’s degree in Health Administration from Mt. St. Mary’s University in 2013. After receiving her MHA, Dr. Mandel was asked to teach the Contemporary Health Policy course in the program, which she did for four semesters.
She is a Fellow of the American Board of Obstetrics and Gynecology. Dr. Mandel holds a Black Belt in Tae Kwon Do.
Dr. Carmen Gill Bailey
MD, FAAP
Medical Director/Deputy Director
Dr. Carmen Gill Bailey is an Executive Director and Medical Director with diverse clinical and leadership experience who has successfully built a public and community health apparatus focused on health equity and quality of pediatric care. Her healthcare service delivery expertise utilizes cooperation and partnership. She is skilled in cross-functional team leadership, managing multiple priorities, and leading collaboration with numerous stakeholders. She is board-certified in Pediatrics and a Fellow of the American Academy of Pediatrics. She serves on the executive board of the DC Chapter of the American Academy of Pediatrics. Her successful leadership in school and community health has resulted in additional funding, grant awards, and the expansion of community and public health services into the pediatric care network.
Dr. Halima Ahmadi-Montecalvo
PhD, MPH
AVP, Research & Evaluation, Unite Us
Dr. Halima Ahmadi-Montecalvo is the Associate Vice President of Research and Evaluation at Unite Us, where she leads evaluation efforts to measure the value of social care investments. Dr. Ahmadi-Montecalvo is an epidemiologist and social
and behavioral scientist with extensive experience in the application and use of
quantitative and qualitative methodology in behavioral health, maternal and child
health, and social science broadly. Her research focuses on the social drivers of health and health inequities, with a particular interest in issues explaining factors within the social and built environment that affect the lives of vulnerable
population groups.
She has 20 years of experience in program evaluation, and social and behavioral health research working with local, state, and a number of federal government clients, including the Centers for Medicare & Medicaid Services (CMS); the Centers
for Disease Control and Prevention (CDC); the Health Resources and Services
Administration (HRSA); the National Institutes of Health (NIH); the Department of
Labor (DoL); the U.S. Department of Defense (DoD); and the Veterans Health Administration (VHA).
Dr. Ahmadi-Montecalvo is also a part-time faculty at Milken Institute School of
Public Health at George Washing University where she teaches public health
courses. She holds a Master’s of Public Health with a focus in Epidemiology and
Community Health from Brown University, and a PhD in Social and Behavioral
Sciences from West Virginia University, School of Public Health.
Christopher Douglas

Christopher Douglas has a diverse work experience spanning from 2006 to 2017. Christopher started their career as a Teaching Assistant at the University of Kentucky in 2006. In 2009, they joined Africa Lone Star where they worked as a Product Development & Community Engagement role until 2016. During this time, they also served as the Founder & Executive Director of Lone Star - Africa Works from 2013 to 2016. In 2015, they briefly worked as a Runner at Favor. In 2016, they worked as an Event Coordinator at the U.S.-Africa Business and Matchmaking Conference. In 2017, they had three positions: Client Success & Digital Marketing at LOHAS Capital from March to October, Content Creator at CleanFortunes.com from March to June, and currently, they hold the role of Associate Principal, Customer Success at Aunt Bertha, a Public Benefit Corporation.
Christopher Douglas earned their Bachelor of Arts (B.A.) degree in German and Philosophy from The University of the South, where they attended from 2001 to 2005. Following this, they pursued their Master of Arts (M.A.) degree in International Security and Diplomacy from the Patterson School of Diplomacy and International Commerce, which they completed between 2006 and 2008.
Ayla Landry

Community Health Manager, Lone Star Circle of Care
Ayla Landry is an Advanced Public Health Nurse with the vision, skills, and experience to improve the health of communities in resource-poor areas by designing, evaluating, and improving public health programs and public health nurse education. Her current role is Community Health Manager at Lone Star Circle of Care. She holds a BS in Nursing from Texas Christian University, an MSN from Johns Hopkins School of Nursing, and an MPH from Johns Hopkins School of Public Health.
